A developmental disability (DD) is a mental or physical impairment, or both, manifesting before age 22, likely lifelong, and limiting major life activities like self-care, language, and learning. Conditions often exclude traumatic brain injuries (TBI). Support is guided by the Developmental Disabilities Assistance and Bill of Rights Act, a federal law establishing state councils, protection and advocacy systems, university centers for excellence (UCEDDs), and Projects of National Significance (PNS).
